You are the President of a large democratic country. Your country is about to face a global health crisis.
Can you lead decisively in this crisis situation - and perform better than other players?
It’s 11pm on a hectic Thursday evening and you are about to call it a day.
Suddenly you receive a call from Aaron, your Chief of Staff.
Sir, we have intel that a new virus has been discovered in China’s Wuhan province. In the past 20 days, it has infected 100 people and the number is steadily rising.
Sir, it's a novel Coronavirus (COVID-19). Researchers believe it could be as contagious as SARS.
You are suddenly taken aback. SARS was a global epidemic that happened around 15 years back and it was a highly infectious disease that had killed around 3000 people globally.
We need to take strong precautionary steps to prevent it from entering our soil. We should start screening Chinese travellers or maybe stop all flights from China.
That would be too extreme a measure.
China is our biggest trade partner and our companies would lose billions if we stop flights from China.
What would you do?

Stopping all flights from China would have resulted in a daily loss of around $20mn. You, therefore, decided not to take such a stern step right now.
You have ordered for strict screening for all travellers coming from China and have also asked your team to closely monitor the situation.
Few days later…
It's 3 am in the morning and you are fast asleep when your phone rings. You look at your phone; it says 'Aaron Calling'.
Mr. President, we have a problem.
Dr. Monica has an update and she urgently wants to speak to you.
Mr. President, thanks for your call. Sir, last night we reported a confirmed case of Coronavirus from our Southern Province.
Sir, five students had returned from China via Bangkok last week. One of them developed symptoms and visited the local hospital.
On receiving the intimation, we collected the samples and confirmed the presence of the novel Coronavirus.
Sir, I am sorry, but it's not that simple.
This virus is highly infectious and it spreads by 'one touch'. It stays active for a minimum of 12 hours and 1 person has a potential of infecting a minimum of 3 persons.
Yes, sir! There is a very high probability that others who came in his contact are infected too.

I am sorry, but the results are alarming. Apparently, the student we traced had been roaming around freely, attending parties with friends, and has infected substantial number of people. The chain has just begun!

Mr. President, so far we have not found any case of community transmission (Stage-3). All the cases have been of people with travel history from abroad or close contacts. By stopping all international travel, we may be able to contain this.
But sir, what do we do with the thousands of citizens who are in transit now and expected to land in the next 24 hours.
Positive cases show symptom within 14 days. We have to quarantine them for that period.
But we do not have the bandwidth to accommodate so many people at such a short notice. This is also a state issue. We cannot impose a blanket policy throughout the country without their consent.

These act of carelessness have suddenly escalated the entire situation.

Sir, Dr. Monica has an update and she urgently wants to speak to you.
Mr. President, the situation is a lot worse than we had anticipated. The virus is spreading at a much higher rate than we had calculated.
With the current rate of increase, the entire country shall get infected in no time and we will have no beds to cure people.
The only option I see is a 'complete lockdown'. We need to shut down everything - public transport, entertainment venues, public gatherings. We have to lock people at home.
We need to take stronger preventive measures. We have to bring down the number of 'New Cases' to less than 5 within the next 45 days or else we are doomed.
Lockdown seems to be your only viable option. But a successful lockdown would require you to execute successfully a lot of activities.

The country has been in complete lockdown state for the past 1 month or so.
The economy has crumbled. The stocks are at an all-time low. But thankfully, due to complete 'social distancing', the virus chain has been broken.
